The data is public, not usable
Brazilian government procurement is open, and that openness is deceptive. The same product sits under different catalogue codes, so a single code can cover both a specialised product and a commodity substitute bought at a fraction of the price. Suppliers enter the importer's name or a generic term instead of the brand. Prices sit against units, boxes and packs of different sizes, across several years. A keyword search across that misses real products, merges unrelated ones, and prices a premium item at the cost of a commodity.
What the reconstruction involves
- Every relevant category, read. The search covers all product categories, not only the obvious ones, which for a single family can run to tens of thousands of purchase records.
- Products identified through ANVISA. The regulator's registry recovers commercial names, registration holder and manufacturer, so products sold under an importer or sister-product name are found, and those registered for a different use are flagged.
- Classified by brand, not by code. A premium product is counted only where the brand is recorded, so it is never priced at the cost of a commodity substitute.
- Prices made comparable. Each purchase is updated to a single reference date with the national index, converted to a common unit, screened for outliers, and reported with the count behind each figure.
- Medicines checked against regulation. Paid prices are set against the CMED government ceiling, and the ANVISA registry settles availability, catching molecules with no active registration before they reach a base case.
- Real resource-use costs, built. Where SIGTAP reimbursement sits far below cost, hourly staff costs are built from public-sector payroll with employer contributions and productive hours, giving SIGTAP for reference, a base case and a range.
